The Civil Aviation Authority of China added Beijing Capital International Airport (PEK) and Shanghai Hongqiao International Airport (SHA) to the list of airports banned from adding charter flights, new scheduled flights, and routes to new destinations, as punishment for failing to meet on-time performance standards. Shanghai Pudong International Airport (PVG) was already on the list.
The inability to add extra services or charters has led to rapidly growing backlogs at some Chinese airports. While this does nothing to drive up total demand for air freight, it does push up yields.
