Regulatory pressures weigh on the air cargo industry

Age limitations Aircraft age limitations are critical to expanding regulatory frameworks in the quickly evolving regulatory landscape. These restrictions mostly affect cross-border transactions but also aim to maintain safety, efficiency and airworthiness while also reducing the impact of aircraft operations. Reflecting a broader global trend, many countries have been updating their age restrictions for aircraft, moving toward stricter aviation standards.

While agencies like the European Union Aviation Safety Agency (EASA) and the Federal Aviation Administration (FAA) do not impose direct age restrictions, they enforce regulations that indirectly affect the operational viability of older aircraft through stringent noise, emission and technological controls. Most of the actual age limitations are imposed in the Middle East and Asia but the trend seems to be accelerating outward. It is important to note that age restrictions in these countries are often more flexible than they appear due to the complexity and high capital environment of commercial aircraft operations. Some aircraft have received extensions beyond the specified limits, and operators have circumvented restrictions through leasing and other strategies. However, as older aircraft are phased out, stricter enforcement of age-limit regulations is expected. Freighter fleet age dashboard

The dashboard above illustrates the age distribution of the global air freighter fleet.

On average: The large-widebody freighter fleet is about 16 years old. The medium-widebody freighter fleet is little over 20 years old. Note the young average of the A330 fleet here. The narrowbody freighter fleet is nearly 28 years old. This data shows the significant portion of aging freighters and underscores the need for fleet renewal planning. Comparing these averages to the age limit table reveals that many regions impose age restrictions that align closely with or exceed the average ages, emphasizing the potential need for owners and operators to modernize their fleets to stay ahead of regulations.

It is also important to note that market limitations restrict the ability to sell or lease older aircraft, closing off potential markets and limiting revenue opportunities.

On the other hand, increased operational costs can result from maintaining older aircraft that meet the regulatory standards of countries without age restrictions, as higher maintenance and upgrade costs are incurred. Given that the cost of maintenance has skyrocketed recently, fleet modernization may pay off with overall lower costs in the long term. Nighttime flying restrictions Nighttime flying restrictions are another significant regulatory challenge, particularly in Europe. Major airports such as Heathrow, Gatwick, Stansted (located in London) and Frankfurt enforce strict quotas and bans on nighttime flights to mitigate noise pollution. These restrictions have profound implications for cargo operations, which often rely on overnight flights to optimize logistics. Below are examples of European and US airport night restrictions. These restrictions compel cargo operators to adjust flight schedules, reroute flights or invest in quieter aircraft. The operational flexibility at airports like Charles de Gaulle allows for some adaptability, but the trend shows adjustments may be needed to maintain efficiency and compliance as more airports adopt or increase restrictions. Sustainability initiatives Sustainability is also a focus of regulatory initiatives and has been gaining traction within aviation’s governing bodies. The European Union's Fit for 55 package and the ReFuelEU Aviation initiative mandate the inclusion of sustainable aviation fuel (SAF) in fuel blends, starting at 2% in 2025 and increasing to 75% by 2050. Norway requires a minimum of 0.5% advanced biofuel content, aiming for 30% by 2030, while Sweden's SAF blend ratios will rise from 1% in 2021 to 30% by 2030. In the United States, the SAF Grand Challenge aims to produce at least 3 billion gallons of SAF annually by 2030, supported by the Renewable Fuel Standard and tax incentives from the Inflation Reduction Act.

Figure 1 shows the percentage of SAF blend needed to achieve net-zero targets by 2050 using the International Energy Agency net-zero targets as the basis. Figure 1 – Percentage of SAF blend to achieve net-zero targets by 2050

These mandates significantly impact air cargo operators, as SAF is more expensive than traditional jet fuel, ranging from 1.5 to 6 times the price. This increase necessitates operational adjustments, such as optimizing fuel usage and investing in more fuel-efficient aircraft. Airports must also develop infrastructure to store and distribute SAF, requiring significant investment and coordination among fuel suppliers, airport authorities and airlines.

Figure 2 shows the potential SAF consumption by region with the Asian Pacific (including the Middle East) reaching 200 million tons by 2050. We say “potential” here because, even though SAF is the primary option for sustainable aircraft fuel, hydrogen has been discussed by many within the industry as the answer within the coming decade. Broader implications In addition to regulations affecting air cargo owners and operators, they also influence airport tonnage growth in several ways. Reduced operating hours due to nighttime restrictions limit cargo flights, reducing overall airport capacity and cargo tonnage.

Airports with fewer restrictions attract more cargo operations, potentially shifting major hubs within regions. Increased costs for efficient operations within restricted hours affect economic viability and expansion plans. Strict regulations may deter infrastructure investments, diminishing growth prospects and creating a competitive disadvantage. Reduced air cargo operations also will affect employment and revenue around these airports. Regulatory activity can’t be ignored Overall, regulatory pressures and sustainability initiatives are reshaping the air cargo industry. Age limitations, nighttime flying restrictions and sustainability mandates require adjustments and significant investments. These regulations not only influence operational efficiency and market access but also impact airport tonnage growth and the broader economic environment. As the industry navigates these challenges, stakeholders must adopt proactive strategies to ensure compliance, maintain competitiveness and align with the ongoing global shift toward sustainability.
